change the button's value attribute does not lead to display change.

This works in NS 4.7 and 6.2.  Don't know if it is specific to 0.9.9

Reproducible: Always
Steps to Reproduce:
1. Load the page
2. Click Start

Actual Results:  The text on the button remains as "Start"

Expected Results:  The code already changes the value to 'Stop'.  Should show 'Stop'

WFM on Linux, builds 2002031506 and 2002031108.

Are you using XBL form controls?
OK.  Now that I'm home, I got to test this with both types of form controls.
This works with normal controls, is broken with XBL controls.
