Steps to reproduce:

Install Firefox 51 beta 1 (x64) and click on downloads button.
Make sure hardware acceleration (HWA) is active.

(Optionally install "Download Panel Tweaker" add-on.)


Actual results:

Loading of downloads buttons panel content gets delayed and list flickers. List items have increased size (not a big issue).

(If add-ons like "Download Panel Tweaker" are used, their additional content is not shown properly inside that panel.)


Expected results:

Loading of downloads buttons panel content should not get delayed and should not flicker with active HWA.

("Download Panel Tweaker" content should be displayed correctly.)

The issue only occurs on Firefox 51 beta 1 with active HWA, it does not without HWA. Firefox 50, 52 and 53 are not affected by this and work properly with and without HWA.
