6 years after bug 578459, I think it's really time to remove this file from the tree.
jwatt said back in bug 578459 comment #2: > I guess it can be removed and we can add it back [when bug 163068 needs it]. So it sounds like we're fine to remove it for now, and maybe eventually resurrect it at such time as it's needed.
I'll just take this and remove the file (carrying forward r=jwatt from bug 578459).
