Attachment: Devtool's scrollbars not "grabbable" with mouse for certain tools

In Debugger (new debugger.html as of 52, but already also with the old xul based in 51) as well as in the Style Editor: I cannot "grab" the vertical scrollbar. That is, when hovering over the scrollbar and clicking+dragging it does not work. See screensho. 

Sometimes the horizontal scrollbar also does not work.

Works in the Inspector and also in the Network Monitor (did not test more tools).

The scrolling with the mouse wheel works always, but if you have a rather long file then mouse wheel takes much longer than simply pulling it down by mouse drag.

Same for the vertical scrollbar of "Response" tab in the Netmonitor: Also not clickable/draggable with Mouse.

I believe this is same as bug 1265807.  Please reopen if it's a separate issue!
