For record keeping purposes, please deploy tag 20161123125700 to stage.

This is a new tag for the application code with minor updates to Python libraries and some minor website tweaks. There's no DB migration in it.

In addition it would be good if we could roll out some puppet/cfn changes at the same time:

* Remove haproxy - https://github.com/mozilla-services/puppet-config/pull/2211
* Enable HTTP2 on cloudfront - https://github.com/mozilla-services/svcops/pull/1300

* A yet to be written fix for https://bugzilla.mozilla.org/show_bug.cgi?id=1313052
Two tags and some head-scratching later we are trying with tag 20161123180300 instead. Special thanks to the Python installation ecosystem :(
https://location.stage.mozaws.net/__version__ still claims it's the old version, so I'm guessing we ran into more problems. That is after ckolos fixed my stupid mistake in the haproxy removal PR ;)
