We send email notifications to the administrators whenever there is a failure to submit a job update to Treeherder as well as each time a jobs lock contention occurs. The initial report of a transient condition which requires no intervention is just noise. Let's reduce the notifications so that *if* we send one, the administrators need to take notice.
