`mach try` should allow to reduce locales for l10n on try

While pushing a bunch of changes to try to check l10n infra, I'm rebasing my top commit like https://hg.mozilla.org/try/rev/f8975d2df95f098d3f5f12e962e149155bf609df.

That has a reduced list of locales for desktop, mobile, and mobile-multi and the try message.

In a perfect world, our scheduling logic would allow the locales to be part of the commit message, but I think that's very far out.

Could we make ./mach try take a non-try argument, and filter the locales files based on the argument and commit that as part of it's dummy commit?
