Steps to Reproduce:
1.Go to www.sina.com.tw (for example)

Actual Results:  Traditional Chinese will be displayed without problem

Expected Results:  Traditional Chiense are displayed on this page.
However, a "Download Simplified Chinese" pop up windows still shows up.
