See Screenshot. The (orange) scrollbar in Ubuntu is hardly visible. It becomes visible when I hover over it with the mouse. I did mozregression telling me, that this was introduced by Bug 1289148
I just noticed that all other gtk programs (which I seem to use much less than Firefox ;) also have this tiny scrollbar on Ubuntu 16.04. So it's a problem with gtk after all, and Firefox just has the same problem after it also switched to gtk probably.
