Bug 1311610 was because bug 1259517 didn't include things in package-manifest.in. It would be great if we could somehow check for added files that don't have corresponding new entries in package-manifest.in.

(I realize this is probably the wrong component but I didn't know what the proper one is.)
We just need to finish bug 1158018.
Should we just dupe this to bug 1158018, then?

I've also filed bug 1229559 about this, where glandium made the same suggestion.  I'm going to dupe both against that bug.
