Per bug 1313592 et al, we will use a much lower event count limit on release.
For dynamic events, limits can be overridden later via bug 1302681.

We decided to handle the problem of release volume differently.
For now, we don't allow any "permanently on" event collection, so add-on delivery methods like SHIELD can control roll-out and release population impact.
