Cloning a bug shouldn't mark the new bug as dependant on the old one

Currently if I clone a bug (using the "...as a clone of this bug" option), then the enter_bug.cgi page has the "depends on" field pre-filled with the bug number of the original bug. This pre-filled "depends on" has never been useful for the bug I'm trying to file, and it's very easy to forget to remove it before pressing create. I would posit that the use-cases for having it pre-filled are rarer than the inverse, plus the user-surprise is greater if an unwanted dependency is added, rather than the user having to remember to create it themselves. Thanks!
