Craig, does it happen in safe-mode or a new profile? See bug 1294933 for add-ons suspected of causing this.

When I restarted in safe-mode, the dock menu was missing everything. So I just restarted FF normally and since I also have the Saved Password Editor extension that was mentioned in the other bug report, I disabled that. The dock icon menu worked normally for several hours. Then I re-enabled the Saved Password Ediror extension. It has only been a couple hours, but so far the dock icon menu is working properly. If it keeps working, it seems that disabling and then re-enabling a plugin solved the problem (as was the experience mentioned in the other bug report).
