We seem to be hitting race conditions here when we don't have to be. A large part of this bug is addressed in https://github.com/mozilla-releng/scriptworker/pull/32 , but we also need some puppet changes to change the call from create_initial_gpg_homedirs to rebuild_gpg_homedirs.
