Latest MSVC Service Pack is SP5

We need update to at least SP4 for landing bug 125762 and patch is being worked
out in bugscape bug http://bugscape.netscape.com/show_bug.cgi?id=12175

cathleen - you mentioned in another bug that if the system isn't a P4 or doesn't
have sp4 or the MSPP, that it won't break the build. Is that true? If so, we
don't have to upgrade the docs, we can just upgrade our build systems and leave
sp3 as the current minimum build environment.

ADT2 - won't keep us from releasing, but enables cathleen's performance win so
we want it.

bug cleanup - all leaf's bugzilla bugs should be assigned to leaf@mozilla.org
(not leaf@netscape.com), now and any future bugs created.
