Steps to reproduce:
When I upgraded to newest version the download button is unable to expand
Mozilla 50.0.2 on Linux Mint 17.3 rosa 64bit Cinnamon Edition
Actual results:
The shortcut for download cntrl+shift+y works fine,but the download icon does not expand
Expected results:
The download icon should have expanded.

Does this bug affect only the Downloads Panel, or the nearby Bookmarks panel as well?
Does the issue still happen if you launch Firefox with a new profile?
