When loading a clicked link, the scrolling in the current page is disabled.

Reproducible: Always
Steps to Reproduce:
1. Click a link on a page that is longer than the current viewport (eg, the page
has scrollbars)
2. Try to scroll the current page before the new page is displayed

Actual Results:  Page doesn't scroll.

Expected Results:  Should be possible to scroll the page before the new page is
displayed.

I'm sure this is a regression; I remember seeing the old bug and this exact
behaviour being fixed once before...
