I'm not sure what you mean. The above testcase is two frames that display yahoo. When I single click in either frame without dragging, page up and page down work, as well as the tab key, so focus is in that frame.
WFM using build 2002.04.24,-03 on a W98Se Reporter, have you tried if the same problem you mention occours in a recent Moz build? If it works for you, can you please resolve?
