On OS/2, unlike other platforms, the user profiles can be located in 
different places.

The boot drive can be FAT, so we can't just put the user profiles in a 
given location.

Because of this, we need a wayto specify the location of the user 
profiles in such a way that third party applications can find them and 
modify them.

This fix adds a call to set the current location of MOZILLA_HOME into 
OS2.INI, whether it is using the MOZILLA_HOME environment variable or 
the location of the executable.
