Actual results: after each upgrade of thunderbird fille all.js located in installdir/defaults/pref was deleted and thunderbird delete local settings in user's prefs.js files Expected results: please place all js to program files/common files/thunderbird or provide other way to setup TB. for all users
Can yhou point us to documenation which suggests this should work?

They should try naming it something other than all.js. We used to have an all.js and we probably remove it on upgrade. Typically though we don't remove files on upgrade, only on pave over installs.
