Split from Bug 1319254: the dismiss button on the welcome panel introduces a new blue colour, but we probably want to reuse an existing blue?

We could use link_blue (#0096DD) instead of the somewhat lighter #39A5FC?

I'm waiting for UX feedback to decide on what we'll do here.
