Using Windows 10 x86, DPI set to 150%, resolution 1920x1080.
Tested on a clean profile.
Favicons (even the generic globe favicon) look blurry on the history panel/window & bookmarks bar/window, if Windows' DPI scaling is high.
Google Chrome displays these favicons just fine.

Note that the same favicons look okay in the search suggestions from the URL bar.
