See bug 1318350 for the Linux version, bug 1317979 for the OSX version and bug 1318431 for the Windows version. This bug should mostly follow the same pattern - land all the stuff needed to make the build happy, and then land the taskcluster config changes (mostly copypasta from existing taskcluster android jobs) to enable in automation.

This was effectively done in bug 1323612, where we turned on building WebRender in Android nightlies.
