1. Add a new tab and see the button of "private browsing"
2. tap on the "private browsing" button 

Actual result:
See a screen with no narrative hints

Expected result:
There should be some narrative hints.

I feel like having it in both places is a bit too much... it feels unnecessary to me. 

Wesley, can you help me better understand why this might be an improvement here and what problem this is trying to solve?

fw the ni to Jack who originally brought up this.
The problem we discussed is that user might not understand immediately when seeing the empty page under the "private browsing" tab as the first glance.

[triage] fwiw, I think we used to do this and deliberately removed it - moving to Theme/Visual Design for antlam to triage.
