13245 - apprunner scrollbars disappear after loading XUL document

Description

DESCRIPTION:  After loading an XUL document and going back, the scrollbars are
gone in apprunner.  I have to exit and restart.

STEPS TO REPRODUCE:  Load attached test case.  Hit "back", coming back to this
bug.  (It should still work on Bugzilla...)

ACTUAL RESULTS:  There are no scrollbars on this page anymore.

EXPECTED RESULTS:  Scrollbars return, since this page is big (unless you have a
*really* big window).

DOES NOT WORK CORRECTLY ON:
 * Linux, apprunner, 1999-09-05-08-M11 (and some earlier builds)

As I expected, linking from bugzilla demonstrates the bug, so the description is
correct as written.  (I couldn't be sure before.)
