Details
The Firefox developers are from rich countries where everybody has their own equipment.
What if it is a family member's phone and we don't want to change the whole phone?
You could EASILY allow selecting an independent language but you don't.

OK. Make that:
Often a user might not be the sole owner of the device, especially in families / locations with less resources.
(Such users may even have a single icon with their name as title, filled with icons of the apps they use, to keep them separate from the other users of the device.)
The very much would like to use Firefox in their own language, while not at the same time messing up the rest of the device incurring the rath of the parent / owner. And / or not having to remember to restore the rest of the device's settings when handing it back to the owner.
Summary: Must change language of entire machine just to change the interface language → Allow changing the interface language
