Reproducible: Always
Steps to Reproduce:
1.I start these mozilla`s versions and get this bug.

I unpacked mozilla 099 in a new dir, but point mozilla_home in old place:
mozilla.cmd:
set mozilla_home=r:\iwb
cd \mozilla.099\bin
mozilla.exe

this bug is in 099 release too.
I mean this bug is in mozilla since 099 release.

We had a problem on our nightly build machine where IRC was not getting 
included. The new nightlies should now have Chatzilla.

Did you remove you directory completely before installing the new build?

Check to see if you have a chatzilla.jar in your chrome directory. If you do, 
delete chrome.rdf in the chrome directory and try restarting Mozilla.
