Remove XP and Vista specific code from SeaMonkey

SeaMonkey 2.50 will no longer run on Windows XP/XP64/Server 2003 (R2) and Vista/Server 2008. Server 2008 R2 based on Windows 7 is still supported. Remove the specific code in the suite direcotory for the no longer supported versions.
Thought about doing separate patches but its not much actually.

There are still some needed checks left in the installer. Also some logic in the windows glue code when it comes to specific apis. I didn't want to mess with them yet.

Mostly in suite\shell\src\nsWindowsShellService.cpp and dynamically loading functions like in 
IsDefaultClientVista. Personally I would just keep it in mind right now and not mess with it. With the tests not really working we don't know if bad side effects occur.

Only one in mailnews but the OE import is broken anyway isn't it?
