Steps to reproduce:
- Install Firefox 50.1.0 Russian.
- Delete all bookmarks
- Add just one arbitrary bookmark to the bookmarks toolbar
- Export bookmarks to html using "import/export" menu from "all bookmarks"
- Delete this bookmark
- Import bookmarks from the html file
Actual results:
A new subfolder named "Bookmarks toolbar" ("Панель закладок" in Russian) created in the bookmarks menu and the bookmark was added there.
Expected results:
The bookmark should've been added to the pre-existing folder "Bookmarks toolbar" ("Панель закладок" in Russian).

From bookmarks.html we make import/export, that doesn't merge bookmarks, it just imports them.
JSON restore/backup is the correct operation.
The 2 actions are named differently in the Library for a reason.
