The SeaMonkey 2.46 installer said it requires WXP SP2 or greater but I have WXP SP3 already.

Not a valid bug report, any relevant information is missing. Well, since I started browsing the "web" with Mosaic, before I switched to Netscape, and now SeaMonkey, I suppose you won't be too surprised when I tell you my machine has a Pentium-3 CPU in it. I suppose you have what you consider are valid reasons for requiring at least a Pentium-4 with SSE (although as I understand it you could set a gcc flag so that it was not required), but at the very least I would have guessed you could have made your CPU-test message say something like "at least a Pentium-4 with SSE is required" and differentiate it from your WXP SP2 message. Oh well. Thank you for explaining. I guess I'll just continue to use SeaMonkey 2.40 from now on. If I am using WXP which no longer gets security updates from MS I probably won't be any worse off if I no longer update SeaMonkey.
