1326676 - Focus in tabs toolbar is confused when I restore tab

STR_1:
1. Open new window. Open http://example.org/ in a new tab. Close that tab. Open new tab.
2. Focus urlbar, press Shift+Tab twice to focus selected tab
3. Press Ctrl+Shift+T
4. Press Left
5. Press Right

AR:
 Step 3 - 2nd tab is selected, 3rd tab has focus outline
 Step 4 - 1st tab becomes selected, as if the 2nd tab was "focused" after Step 3. Focusring disappears
 Step 5 - no visible action

ER:  At least Z
 X) Step 3 - 2nd tab should be selected and should have focus outline
 Y) Step 4 - regardless of what tab is selected, the tab before the focused tab should become selected
 Z) Step 4 - selected tab should be focused, so that Step 5 had some sensible effect
