STR_1:
1. Open attachment 8795784 [details]
2. In modal window choose "Save file", click "OK"
3. Open downloads panel, drag and drop file saved in Step 2 to the new tab button

AR:  Firefox opens modal popup window, the same window that opens in Step 2.
ER:  Should just open local PDF file.


STR_2:  (originally encountered)
1. Open http://manualbase.ru/files/37976_zanussi-fcs-800c.html in private window
2. Click button "> > ������� < <" (download)
3. Enter captcha, then click "���������" (download)
4. In the opened modal popup window, choose "Save file", then click "OK"
5. Open downloads panel, drag and drop file saved in Step 4 to the new tab button

AR:  Firefox opens modal popup window, the same window that opens in Step 4.
ER:  Should just open local PDF file.

I could not reproduce the first scenario, tried on Windows 10 x64 using the latest Nightly 53.

As for the second scenario, I'm not sure which button is mentioned in step 2.

If anyone else is still able to reproduce this issue on the latest Nightly or latest Firefox release, please add more details to this bug report.
