ER:  Notification should be not as large

AR:  Notification pushes all devtools UI to the right, making it invisible. See bug1210245, bug1250367
ER:  Devtools UI shouldn't be deformed as much. It's hard to fix consequences of STR_2

Seems fixed, notifications are displayed fine even if they have long urls. An ellipsis is displayed.
