>>>   My Info:   Win7_64, Nightly 49, 32bit, ID 20160526082509
STR_1:
1. Open attached "testcase 1", save it as full page in a folder with short full name
2. Open the file saved in Step 1 in Firefox
3. Click Flash plugin button in urlbar

AR: It's very visible that all content inside the panel opened in Step 4 is blurred.
ER:  Content shouldn't be blurred

Note:
 1) I surely have seen bug 1180509 & co, and even when now when it's fixed, I sometimes see minor
 movement in some letters. Luckily, I don't need to describe those glitches, because I already found a
 stress-test (see STR above) that pretty much proves that all I saw does happen (yet less noticeable)
 2) The panel being broken is bug1250367. Please don't fix it w/o creating testcase for this bug first

Attachment #8822974 - Attachment filename: testcase 1 - A very long name.html → f g h i j k l m n o p q r s t u v w x y z 4 a b c d e f g h i j k l m n o p q r s t u v w x y z.html
When I save page, the page is saved with name "testcase 1 - A very long name.html", and everything looks reasonable.

But when I renamed that page to the long title, the panel becomes very very long, and you cannot even click the second button. So I renamed the filename of the attachment to the long name. Hopefully that's what you actually mean.

I don't see anything blurred, but I can imagine that if the panel size exceeds certain size, content may be mis-rendered.

I believe this should belong to Graphics, but I don't think panel is ever supposed to become that big, so I wouldn't consider this itself a bug for Core.
