It's possible to accidentally create new rule while simply clicking highlight button near selector

1. Open   data:text/html,<style>body{height:10000px}
2. Open inspector -> ruleview
3. Select text "eigh" in string "height" with mouse
4. Hover mouse over the right border of highlight button near selector "body", hold left mouse button,
   move mouse over the left border of the highlight button, release left mouse button

AR:  <body> is highlighted, and an empty input field is opened after rule "height:10000px"
ER:  New rule shouldn't be created
