STR_1:
1. Open regression bug 665580, open debugger
2. Open the most minified script ".../assets/...js", click button to prettify the script
3. Resize devtools toolbox to make sure only 22 lines are visible and horizontal scrollbar is present
4. Hover mouse over the code and rotate mouse wheel down once

AR:  Code scrolls too much. Line 23 stays invisible
ER:  Line 23 should be visible as I scroll the code, just like before bug 1250398.

Notes:
1) My default install is mouse option "when I rotate mouse wheel" set to "scroll by 1 page"
2) Pay attention that when I hover mouse over vertical scrollbar, the code scrolls in a normal way

This is regression from bug 1250398. Regression range:
