Details

Setting the home page pref under Preferences/Navigator doesn't stick the next
time you go back to Prefs, and isn't functional.

I showed Matt and he has a fix and promised to check it in. Thanks to pratt for
finding it during smoketests.

9/7 build, all platforms.

Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.
