>>>   My Info:   Win7_64, Nightly 49, 32bit, ID 20160526082509
STR_1:
1. Open this url:  "data:,a"
2. Focus urlbar, type "data:,b" , press Enter
3. Click Back button in urlbar, then Forward button, then Identity block (before url)
4. Click button ">" in identity panel from Step 3

AR: When I hold left mouse button, panel teleports to the left, so "click" doesn't happen
ER: Click should be performed in a normal way. Either X or Y or Z or T

 X) Panels should immediately update their position when anchor changes its position. That would turn
    issue STR_1 from "reliable trap" to "random trap". See definition in bug 1258687 comment 5
 Y) (some?) Panels should not to update their position when anchor changes its position. Maybe a
    mechanism that would allow to configure each panel. Not sure that it won't cause additional issues
 Z) Panel shouldn't update its position if mouse is placed above that panel
 T) Any other clever idea to let me click buttons in panels w/o troubles

If anyone can still reproduce it on latest versions, feel free to reopen the issue and provide more information
