0. Launch clear profile, ok
1. Open new focused Firefox window.
2. Open about:config in a new tab. Uncheck "Show this warning next time", click "I accept the risk"
3. Open new tab. Close window. Restore window.   [to make tab with about:config a pending tab]
4. Right-click on the tab with about:config, click "Reload tab". Switch to that tab

AR:  about:config displays warning
ER:  No warning, because I disabled it in Step 2
