STR_1:
1. Open url [1]
2. Open style editor (Shift+F7) until the page is loaded
3. If you failed step 2, close devtools, press Ctrl+R, then immediately Shift+F7

AR:  Style editor doesn't display any styles
ER:  Style editor should show 1 valid style and notification about not loaded style should appear

Can't reproduce the bug with the provided STRs but I think this should be closed in favor of Bug 1224558, which aims to implement a better way for the style editor to retrieve stylesheets.
