STR_1:
0. Open about:preferences#general, type "about:newtab" in the field "Home Page"
1. Open http://example.org/
2. Click on the page
3. Press Alt+Home

AR:  Browser navigated to new tab page, but urlbar isn't focused
ER:  Urlbar should be focused, because it's expected when I open newtab


STR_2:  (reference of good behavior)
1. Open http://example.org/
2. Focus urlbar, delete all text
3. Type "about:newtab" in urlbar, press Enter

AR:  Browser navigated to new tab page, and urlbar is focused, just is expected


STR_3:  (reference of good behavior)
1. Press Ctrl+T to open about:newtab in a new tab

AR:  Browser navigated to new tab page, and urlbar is focused, just is expected

I have tested this issue on Windows 10 x64 with the latest Firefox release (50.1.0) and the latest Nightly (53.0a1-20170104030214) and managed to reproduce it following the steps in STR_1.
