If I understand correctly, this bug should have been fixed by the latest locale service developments, applied in bug 1354442. If this is not the case, feel free to reopen.

The current behavior is to apply the system preferences IF the locales are comparable (en-AU with en-US for example), while we'll keep using the app locale otherwise. It's suggested to use a Nightly in the proper and expected locale for the best results.
