I can repro this on OS X if I'm logged in to Bugzilla. I suspect it just takes longer for the selection code to update when selecting through a bunch of input fields. The slowdown in scrolling corresponds with the selection expanding through the bug status fields at the top of the page, although it's hard to pin it down exactly.
