STR_1:
1. Extract attached "testcase 1" into a folder with short full name, open the .htm file
2. Scroll the box with comments to the bottom
3. Hover mouse over the box w/ comments, then keep moving mouse pointer above the comments (up/down),
   then move mouse pointer away from comments
4. Repeat Step 4 several times

AR:  Comments twitch up and down sometimes. See Note
ER:  No twitching

Note:
 Actually some comments contain a lot of text, therefore it's broken into several lines. I figured that twitching happens, because text in some comments at the top changes the way it's broken into several lines. So the height of those comments also changes, therefore twtching happens

I tried the htm files in both original directory and testcase director, but it seems I failed to reproduce this issue. I'm on macOS with Firefox 50 Release, FWIW.

testcase 2 - treeheader.zip

I reproduced this with testcase 1.zip -> "testcase" in the 1st try somehow. The mouse movement should
be continuous, e.g. at least 10 seconds. Step 4 should refer to Step 3. I'll attach screencast
after 1 month probably, when I'll have time. Maybe HWA is involved, but again, no time.

Here's also another testcase with twitching text - from treeheader.

In both testcases text twitchies even if JavaScript is disabled. I assume the text twitches
only if some animations are present on the page.
