1327517 - "Reconnect to Sync" badge appears in hamburger menu again if I enter-exit customization mode

STR_1:
1. Create new profile, launch that profile. Log in to Sync, sync something (passowrds). Close Firefox.
2. Create new empty profile. Copy all files from the profile created in Step 1 to the new profile.
3. Launch the profile created in Step 2. Log out of Sync. Close Firefox.
4. Launch the profile created in Step 1. Open about:preferences#sync
5. Open Australis menu, then close Australis menu
6. Enter customization mode, then exit customization mode

AR:
 Step 4 - Australis menu toolbarbutton displays "yellow triangle" badge ("Reconnect to Sync")
 Step 5 - The badge disappears
 Step 6 - The badge appears again
ER:  Consistent behavior, i.e. either X or Y.  X is better
 X) The badge shouldn't appear after Step 6 (shouldn't be visible if Australis menu ever was opened)
 Y) The badge should appear after Step 5 (should be visible if Australis menu isn't open)
