1327527 - Bookmarks panel: extra button "Open All in Tabs" appears in bookmarks folders after switching to Customize

2. Click on "Show your bookmarks" toolbarbutton (near "star"), then click "Bookmarks toolbar" in popup
3. Right-click Australis menu button, click "Customize...".  Click "Exit Customize"
4. Repeat Step 2

AR:
 Button "Open All in Tabs" appears at the bottom of folder "Bookmarks toolbar" (in bookmarks panel)
 and also there's additional white empty area below that button

ER:  Either X or Y
 X) Button "Open All in Tabs" should never appear in any of those 2 folders
 Y) Button "Open All in Tabs" should always appear in both folders, and shouldn't have whitespace

I have tested this issue on Windows 10 x64 with the latest Firefox release (50.1.0) and the latest Nightly (53.0a1-20170105030229) and managed to reproduce it as described by the reporter.
