STR_1:
1. Open bookmarks sidebar, right-click "Bookmarks menu", click "create new separator", right-click
  "Bookmarks menu", click "create new folder", right-click "Bookmarks menu", click "create new folder"
2. Click bookmarks button placed in toolbar to open bookmarks panel
3. Hover mouse over "empty" part of the splitter, i.e. ~2px above or below the visible gray line
4. Hold left mouse button, move mouse pointer between 2 folders created, release left mouse button

AR:  No visible action. Mouse pointer displays cursor "not-allowed" (drag and drop fails)
ER:  Separator should be moved between 2 folders (i.e. drag and drop gesture should not fail)
