STR_1:
1. Move zoom level toolbarbuton [ - | 100% | + ] to the end of toolbar
2. Resize window to make it narrow enough for overflow button to appear in the end of toolbar
3. Click overflow button, then click on "100%" sub-button inside the zoom level toolbarbutton
AR: Overflow panel closes after Step 3
ER: Overflow panel should stay visible, because that's how zoom level button works in Australis menu

This is a front-end bug, nothing to do with APZ.

Fixing this would require adding closemenu attributes to the buttons in the zoom widget also in the case where it's not in a panel. We could probably remove the code setting it dynamically: https://dxr.mozilla.org/mozilla-central/rev/6dccae211ae5fec6a1c1244b878ce0b93860154f/browser/components/customizableui/CustomizableWidgets.jsm#93 and just always set it to "none".
