STR_1:
1. Open many tabs to cause overflow in tabs toolbar
2. Open data:text/html,<a href="http://ya.ru">Link1</a><br><a href="data:text/html,">Link2
3. Drag Link2 between any two tabs
4. Drag Link2 on the New tab button [+]

AR:
 In Step 3 - no visible action. In Step 4 - a tab with "data:" url opens

ER:  Either X or Y or Z
 X) A tab with "data:" url should open in Step 3
 Y) Nothing should happen in Step 4
 Z) Valid Link1 should expose the same behavior as valid Link2 - tabs shouldn't open in Step 3
 
Note that I only mentioned (Y) only because I don't want my bug report closed so easily because 
(e.g.) Mozilla implemented this pain on purpose. (Z) just shows how absurd browser is now.
