1327561 - Elements become focused in wrong order when I press Tab in save dialog

1. Open attachment 8721809 [details] in a new tab   ["Save file" will be focused]
2. Press Tab key
3. Press Tab key

AR:  Useless option "Do this automatically for files like this from now on." is focused
ER:  "OK" button should be focused

In Step 1 there's 1 element between "Save file" and "OK", and I see that I need to press Tab twice.
So, the menulist related to "Open with" option shouldn't be focused unless that option is selected.

I have tested this issue on Windows 10 x64 with the latest Firefox release (50.1.0) and the latest Nightly (53.0a1-20170105030229) and managed to reproduce as described in the description.

This is also quite broken on MacOS it seems.

To be clear, in MacOS, tabbing focuses the text "ZIP file (1.1 MB)" for some reason.

took a guess at the components... but this is a firefox UI bug.
